Slow cooker Pepper steak

1 1/2-2 pounds beef round steak
2 T oil
1/4 c soy sauce
1 t onion, chopped
1 garlic clove
1 t sugar
1/2 t salt
1/4 pepper
1/4 t ginger
4 tomatoes or 1 can diced tomatoes
2 large green peppers
1/2 c cold water
1 T cornstarch

Cut beef into 3x1 inch strips.  Brown meat in oil.  Transfer to slow cooker.  Combine soy sauce, onion, garlic, sugar, salt, pepper and ginger.  Pour over beef.  Cover and cook 5-6 hours on low.  In last hour of cooking add tomatoes and green pepper.  Stir in cornstarch mixture.
